KPK’s 300 Billion IDR: Legitimate Loan or Corruption Concealment?

The Corruption Eradication Commission (KPK) recently concluded a significant asset recovery operation, transferring Rp 883 billion in recovered corruption assets to PT Taspen (Persero). A distinctive moment during the Thursday, November 20, 2025, press conference was the display of Rp 300 billion in cash.

It was subsequently revealed that this substantial sum of cash was a temporary loan from a bank, arranged to be returned by the end of the day. The actual Rp 883 billion transferred to PT Taspen had already been sent electronically via bank transfer.

KPK executing prosecutor, Leo Sukoto Manalu, moved to clarify the unusual arrangement, stating, “Regarding this money loan, we borrowed it. This morning at 10 AM, the KPK had already transferred Rp 883 billion to PT Taspen.”

He further elaborated on the specifics of the temporary cash display, adding, “We were able to communicate with BNI Mega Kuningan this morning and requested to borrow Rp 300 billion. So, this money was borrowed from BNI Mega Kuningan.”

Manalu underscored that strict security protocols were in place for the loaned funds, which were indeed returned on the same day. “In terms of security, we had it secured during its transit from here to here. In a short while, perhaps at 4 PM, we will return this money. We will also be assisted by police security.”

The symbolic handover of these hundreds of billions of rupiah took place at the KPK Merah Putih Building in South Jakarta on Thursday, November 20, 2025. Acting Deputy for Enforcement, Asep Guntur Rahayu, formally presented the funds to PT Taspen President Director, Rony Hanityo Aprianto.

Asep Guntur Rahayu elaborated that the transferred funds represent assets meticulously seized and declared confiscated by the state in the landmark case against Ekiawan Heri Primaryanto, the former President Director of PT Insight Investment Management (PT IIM). Primaryanto was identified as a key beneficiary in the elaborate fraudulent investment scheme that directly defrauded PT Taspen.

“This handover stems from the case involving the defendant Ekiawan Heri Primaryanto, for which a final and legally binding verdict has been issued by the Corruption Crime Court at the Central Jakarta District Court,” Asep affirmed.

The court’s definitive ruling specifically mandated the confiscation of evidentiary assets, notably 996,694,959.5143 units of the Insight Tunas Bangsa Balanced Fund 2 (I-Next G2) mutual fund. “The verdict,” he added, “stipulates its confiscation for the State c.q. PT Taspen (Persero) and its inclusion as part of the recovery for state financial losses.”

The KPK prosecutor’s office diligently executed the court’s decision by initiating the redemption or resale of the assets to ascertain their net asset value. This comprehensive process, spanning from October 29, 2025, to November 12, 2025, successfully yielded Rp 883,038,394,268. This exact amount was then transferred on November 20, 2025, to Taspen’s THT Giro account at the BRI Veteran Jakarta Branch.

Beyond the significant monetary transfer, the KPK also facilitated the transfer of six units of securities to PT Taspen’s securities account on November 17, 2025, further contributing to the comprehensive asset recovery efforts.

Asep Guntur Rahayu provided further insights into the broader scope of the corruption, revealing that the total state loss from the fraudulent Taspen investment case was initially estimated at Rp 1 trillion. With the current recovery standing at approximately Rp 883 billion, a remaining gap of around Rp 160 billion persists.

This outstanding sum is actively being pursued from the former President Director of PT Taspen, ANS Kosasih, whose judicial process is currently underway. Moreover, Asep indicated that the KPK is concurrently conducting a separate, ongoing investigation into a corporate suspect implicated in similar fraudulent activities.

“This is to ensure that the state’s significant losses from this Taspen case can be fully and comprehensively recovered. Additionally, the KPK is currently conducting an investigation into a corporate suspect, namely PT IIM (Insight Investment Management), in a similar case. Because we are also pursuing PT IIM as a corporate entity in this case,” Asep explained, underscoring the commission’s unwavering commitment to exhaustive recovery and justice.

Rony Hanityo Aprianto, Director of PT Taspen, conveyed his profound appreciation for the KPK’s unwavering efforts in this crucial asset recovery. He hailed this significant recovery as a strategic triumph, underscoring its pivotal role in bolstering public trust in state-owned enterprises and the justice system.

During a press conference on November 20, 2025, Rp 300 billion in cash was displayed, which the KPK later clarified was a temporary loan from BNI Mega Kuningan. This cash was used for symbolic representation and was returned the same day, as the actual Rp 883 billion had already been sent electronically to PT Taspen.

These recovered funds stemmed from the case against Ekiawan Heri Primaryanto, former President Director of PT Insight Investment Management, involving a fraudulent investment scheme that defrauded PT Taspen. The total state loss was initially estimated at Rp 1 trillion, with roughly Rp 160 billion still being pursued from former PT Taspen President Director ANS Kosasih and through an ongoing investigation into PT Insight Investment Management as a corporate suspect.
